Wastewater Rates Assistance Program

RV Foundation is sponsoring a fund to help financially challenged Rio Vistan cope with the new wastewater rates.  You can send your contribution to the Rio Vista Foundation (207-A Main St., Rio Vista, CA 94571) or c/o the Bank of Rio Vista (101 Main St., Rio Vista, CA 94571).  Donations are tax deductible.  Checks made payable to the Rio Vista Foundation (RVF) should have a designation to WRAP, "sewer fund", or something similar on the memo line to identify the intended purpose.  One can contribute a single sum, pledge an amount monthly, or, as several people have already done, have a monthly charge to a credit card or bank account transferred to WRAP.  As this will be an ongoing need, the goal is to create a sustaining assistance process.

Funds collected by RVF will be forwarded to the Rio Vista Ministry for distribution.  RV Ministry has established a separate qualification process for those applying for assistance and can provide a descriptive bulletin upon request.  However, basically it will work like this:

First, RV Ministry will interview applicants for assistance as it does all its clients.  They will consider income, employment, family size, etc.  The identified spread of need is from poverty level to 145% of poverty level.  At poverty level, assistance could be available for 100% of the difference between the old sewer rate and the new sewer rate for a maximum of 6 months.  The interval from 100% to 145% will be divided into quartiles and assistance offered at 75%, 50% and 25% levels.  At the 25% level, assistance might be for as few as a couple of months, according to circumstances.
